Makinde Signs Executive Order to Regulate Vigilante Groups in Oyo State

Oyo State Governor Seyi Makinde has signed Executive Order No 001 of 2026 aimed at regulating and coordinating associations, groups, and organisations involved in security and allied services across the state.

The governor signed the directive on Wednesday at his Kolapo Ishola residence in Ibadan, stating that the move became necessary due to increasing security concerns and the rise of unregulated community based security outfits operating without proper oversight.

Makinde said the executive order is part of his administration’s efforts to strengthen the state’s security architecture while ensuring accountability and lawful operations among vigilante groups and other security related organisations.

According to him, all groups providing security services must now operate within a clearly defined legal and operational framework that promotes peace, order, and the rule of law.

The governor acknowledged the contributions of citizens and community associations supporting security operations but warned that unregulated activities could worsen insecurity and create social tension within communities.

Makinde also addressed the recent abduction of students and teachers in Oriire Local Government Area, describing the incident as painful and traumatic. He assured residents that the government was working closely with security agencies to secure the safe return of the victims.

The governor further cautioned against ethnic profiling and unlawful vigilantism, warning residents not to form groups that could encourage ethnic confrontation under the guise of protecting communities.

He urged citizens to report suious activities to the appropriate security agencies instead of taking the law into their own hands.

Speaking on the implementation of the order, the Oyo State Attorney General and Commissioner for Justice, Abiodun Aikomo, disclosed that all security related groups with more than five members must register with the government through the Office of the Special Adviser on Security.

Aikomo explained that existing organisations have been given 72 hours to comply with the directive for proper documentation and certification.

He added that the regulation would help the government identify and monitor individuals or groups carrying weapons or operating in security uniforms across Oyo State.

The commissioner warned that failure to comply with the executive order would amount to a violation of the law and offenders would face prosecution.
