The United States and Russia have agreed to restart high level military dialogue in a move that signals cautious efforts to reduce strategic risk amid heightened global tensions. Officials from both countries confirmed that senior defense representatives will re elish structured communication channels aimed at preventing miscalculation and improving transparency between the two nuclear armed states.
