Ukraine’s Leader Cautions About ‘Most Devastating Arms Race Ever’ During UN Assembly

Ukrainian President Volodymyr Zelenskyy addressed the United Nations General Assembly on September 24, 2025, emphasizing the severe global arms race fueled by advancements in drone warfare and artificial intelligence. He described the current arms race as “the most destructive in human history,” particularly highlighting the dangers of autonomous weaponry. Zelenskyy criticized international institutions like the UN for failing to prevent conflicts in regions such as Ukraine, Gaza, and Sudan. He declared that national security relies heavily on military alliances and advanced weaponry, stating, “Weapons decide who survives.”

Zelenskyy specifically warned about Russian aggression, claiming that President Vladimir Putin seeks to extend the conflict beyond Ukraine into Europe. He noted that Russian drones are increasingly operating in European airspace, urging the international community to respond decisively to contain Russian expansionism. His speech also raised alarms about the rapid proliferation of drone technology, advocating for global regulations on military AI to prevent fully autonomous drones from targeting civilians and critical infrastructure.

Following his address, Zelenskyy met U.S. President Donald Trump, who reaffirmed support for Ukraine’s territorial integrity and criticized Russia’s actions. This meeting marked a significant shift in U.S. policy, with Trump expressing optimism about Ukraine reclaiming lost territory. Zelenskyy also shared plans for Ukrainian officials to visit the U.S. to negotiate a “Mega Deal” for $90 billion in weapons and a “Drone Deal” for U.S. purchases of Ukrainian-manufactured drones. These initiatives aim to strengthen Ukraine’s defense amidst ongoing Russian threats. Overall, Zelenskyy’s address highlighted the urgent need for international cooperation to manage the threats posed by an AI-driven arms race and Russian expansionism.
