On December 22, 2025, Sudan’s Prime Minister, Kamil Idris, proposed a peace initiative to the United Nations Security Council aimed at concluding nearly three years of conflict with the Rapid Support Forces (RSF). His plan includes a ceasefire monitored by the United Nations, African Union, and Arab League, the withdrawal of RSF from occupied territories, their relocation to supervised camps, and disarmament. Idris emphasized that the initiative is Sudanese-led, rather than imposed by external parties.
The conflict, which began in April 2023, has been devastating, resulting in over 40,000 deaths and the displacement of 14 million people. Atrocities, particularly in Darfur and Kordofan, have reached the level of war crimes. The RSF’s acceptance of Idris’s plan remains uncertain, as it could undermine their power.
During discussions, U.S. Deputy Ambassador Jeffrey Bartos urged both parties to accept the call for an immediate humanitarian truce, condemning the ongoing violence in Darfur and Kordofan while calling for accountability. UAE Ambassador Mohamed Abushahab highlighted that unilateral peace efforts are ineffective and advocated for a transition to civilian-led governance.
UN Assistant Secretary-General for Political Affairs, Khaled Khiari, criticized unidentified countries supplying weapons to the conflicting parties and lamented both sides’ reluctance to reach a compromise. He emphasized the need for international pressure to stop the violence and prevent further destruction.
The war has created the largest humanitarian crisis globally, with millions displaced and severe famine reported. The international community continues to urge an end to the conflict and support Sudan’s journey toward peace and ility.
