North Korea to Unveil Next Stage of Nuclear Deterrent Plans at Upcoming Party Congress

North Korean leader Kim Jong Un announced on January 27, 2026 that his country will reveal “next-stage plans” for strengthening its nuclear war deterrent at the upcoming congress of the ruling Workers’ Party, state media reported. The announcement came as Kim oversaw a live-fire drill of a large-caliber multiple rocket launcher system, highlighting enhancements to strike power, mobility and accuracy. 

According to the Korean Central News Agency (KCNA), Kim said that building a reliable offensive capability remains a fundamental policy of the Workers’ Party and that the forthcoming congress will clarify strategic priorities for bolstering the nuclear deterrent. The meeting, expected to take place in the coming weeks, will be the first party congress in five years. 

South Korea and Japan condemned the January 27, 2026 missile activity, which officials believe involved possible short-range ballistic launches towards the sea off North Korea’s east coast, saying the tests violate United Nations resolutions on weapons development. Both nations reiterated calls for restraint and adherence to international norms. 

Analysts say the North’s announcement signals Pyongyang’s intention to reinforce its nuclear posture amid stalled diplomacy and regional security challenges. Enhanced nuclear deterrence is likely to be framed domestically as a necessary response to threats from rival powers, even as global powers urge renewed dialogue to reduce tensions.
