France Introduces Expanded Measures to Tackle Online Hate Speech

French authorities unveiled new measures on January 31 2026 aimed at strengthening efforts to combat online hate speech and harassment. The proposed regulations expand the responsibilities of digital platforms to detect remove and report harmful content more rapidly.

Officials said the measures respond to rising incidents of hate speech targeting minority groups journalists and public officials. Under the plan technology companies would face increased penalties if they fail to act on illegal content within defined timeframes. The government also announced plans to enhance cooperation between regulators law enforcement and online platforms.

Civil liberties groups expressed concern over potential impacts on freedom of expression while acknowledging the need to address harmful behavior online. French officials said safeguards would be included to ensure due process and judicial oversight.

The initiative aligns with broader European efforts to regulate digital spaces and protect users. Authorities said the measures aim to create a safer online environment while upholding democratic values and legal protections.
