Cyprus House President Urges EU to Take Stronger Role in Reunification Talks

Cyprus House President Annita Demetriou has issued a direct appeal to European political leadership, calling for a more robust and structured role for the European Union in the long stalled effort to reunify the divided island. Her intervention comes at a moment of cautious diplomatic activity, as United Nations envoy Maria Angela Holguin conducts a fresh round of contacts aimed at bridging the divide between Greek and Turkish Cypriot communities.

In a letter addressed to Manfred Weber, leader of the European People’s Party, Demetriou emphasized that the Cyprus issue has entered a phase of meaningful, if fragile, diplomatic movement. She stressed that current efforts deserve greater political backing from European institutions, describing the UN initiative as the best available pathway toward creating conditions for more substantive negotiations. Yet she warned that the political distance between the parties remains substantial, and any progress achieved thus far could easily unravel without sustained international support.

Central to Demetriou’s concerns is Turkey’s position on the conflict. While Ankara has historically advocated for a two state solution, recent rhetoric from Turkish President Recep Tayyip Erdogan has shown subtle shifts, particularly following the election of Tufan Erhurman as Turkish Cypriot leader last year. Erdogan’s most recent public comments acknowledged that there are two states on the island, stopping short of explicitly demanding formal partition. Sources have indicated that Ankara has given tacit approval to the new UN initiative, suggesting a potential opening for dialogue.

Demetriou specifically highlighted the appointment of Johannes Hahn as the EU’s special envoy for Cyprus as a positive development, though she expressed concern that his resignation in March should not translate into diminished European engagement. She argued that the current phase of renewed UN diplomacy makes continuity in European involvement even more critical. Her appeal to Weber sought explicit support for Holguin’s efforts to convene an informal five plus one meeting, a format that would bring together the two Cypriot communities alongside Greece, Turkey, and the United Kingdom under UN aues.

Beyond endorsing the UN process, Demetriou pressed for the appointment of a new dedicated EU representative for Cyprus who would work in a complementary fashion alongside UN Secretary General Antonio Guterres and his envoy. She framed her request within the European People’s Party’s longstanding opposition to partition and commitment to a unified Cyprus in accordance with UN Security Council resolutions and EU principles. Her letter emphasized that progress on Cyprus would not only resolve a decades old conflict but would also strengthen ility across the eastern Mediterranean region.

Looking ahead, Demetriou’s diplomatic outreach reflects a strategic calculation that European political will could prove decisive in determining whether current UN efforts gain traction or fade into yet another failed attempt at reconciliation. She concluded by arguing that a principled and active contribution from the European People’s Party at this critical juncture could meaningfully strengthen prospects for advancing toward a negotiated settlement. Whether her appeal will translate into concrete European action remains to be seen, but her timing suggests a belief that a genuine diplomatic window may be opening after years of stalemate.
