As the National Assembly reconvenes, the contentious tax reform bills are set to reignite debates, with northern lawmakers bracing for a significant confrontation if these bills are not withdrawn. According to Naija News, the legislators are voicing strong reservations due to concerns about the timing of the reforms, the extent of stakeholder consultations, and the structure of the proposed ces.
Before the holiday break, the bills had advanced to the second reading in the Senate, but further deliberations were put on hold amidst rising controversy. In response, the Senate formed a committee led by Minority Leader Senator Abba Moro (PDP, Benue South) to liaise with the Attorney General of the Federation (AGF) to tackle these issues more comprehensively.
Despite the opposition, President Bola Tinubu has stood firm on the necessity of these reforms for Nigeria’s economic advancement. However, his stance has not quelled the dissent from northern lawmakers who believe the bills should be reconsidered or entirely withdrawn.
Senator Ali Ndume (APC, Borno South) has been vocal about the problems with the proposed legislation, arguing that the timing is inappropriate, and the reforms pose constitutional issues, particularly with regards to the derivation principle and the suggested increase in VAT. He also highlighted a lack of proper engagement with stakeholders. Ndume’s critique extends to the government’s fiscal management, questioning the rationale behind continued borrowing despite some agencies meeting or exceeding their revenue targets. He accused the administration of an “illegal commitment” with the World Bank and called for transparency on the use of these funds.
Echoing these sentiments, Bashir Zubairu from Birnin Gwari/Giwa Federal Constituency in Kaduna has labeled the bills as an unjust imposition on the North. He has promised a fierce opposition, framing the upcoming legislative session as a battle against legislation perceived as harmful to the interests of millions of Nigerians.
