Italy Pushes EU to Designate Iran Revolutionary Guard as Terrorist Organisation

Italy officially called on the European Union on January 28, 2026 to consider listing Iran’s Islamic Revolutionary Guard Corps as a terrorist organisation, a move aimed at tightening pressure in response to ongoing repression of protests and regional security concerns. The appeal came during a period of heightened diplomatic discussions within the bloc’s institutions as Europe navigates complex ties with Tehran. 

Italian officials said the designation would align European Union policy with that of several partner countries that already label the organisation as a terrorist entity and would reinforce deterrence against actions perceived as deilising. Member states are expected to discuss the matter in upcoming foreign affairs councils, where diplomatic balancing between sanction priorities and broader geopolitical strategy will be central. 

The request from Italy reflects mounting frustration among some EU capitals over Iran’s internal crackdown on protests that began in late 2025, as well as its regional activities across the Middle East. European diplomats told reporters that the proposal could face significant debate given differences in bilateral relations and security priorities among member states. 

Observers say the decision, if adopted, would signal a firmer European stance on Tehran but could complicate diplomatic efforts involving nuclear and trade negotiations. Italy’s call aligns with broader international criticism of Iran’s human rights record while adding nuance to European foreign policy coordination.
