On December 4, 2025, the United Kingdom imposed new sanctions on Russia’s GRU military intelligence agency, following a public inquiry that determined President Vladimir Putin ordered the 2018 poisoning of former double agent Sergei Skripal. These sanctions also targeted three GRU officers implicated in various s across Ukraine and Europe. UK Prime Minister Keir Starmer condemned the Kremlin’s actions, emphasizing a blatant disregard for innocent lives.

In a corresponding move, Putin issued a warning to European nations, stating that any European attempt to instigate a war with Russia would be met with preparedness and decisive military action, suggesting that such a conflict would leave no room for peace negotiations. This assertion highlights the rising tensions and complexities of ongoing peace talks.

European leaders are considering a range of assertive measures in response, including proposals for joint cyber offensives and NATO military exercises. Some Eastern European diplomats and NATO officials advocate for preemptive strikes as a defensive precaution, although this approach has met with strong condemnation from Russia.
