UK Civil Service Reserves 66% of Elite Programme Slots for Diversity Candidates, Leaked Document Shows

A leaked government document has exposed that the UK Civil Service is reserving 66% of places on a taxpayer-funded talent programme for candidates from specific diversity categories. The ringfenced slots are designated for ethnic minority staff, disabled individuals, and those from lower socioeconomic backgrounds.

The Cabinet Office defended the scheme on September 8, 2026, stating it complies with ‘positive action’ provisions under the Equality Act. What does this mean in practice? Race, disability status and class background have become official criteria for accelerating progression to senior positions within Britain’s legislative machinery.

Reform UK’s home affairs spokesman Zia Yusuf challenged the policy directly. ‘Jobs and opportunities should be awarded on merit, not handed out according to someone’s ethnicity,’ he stated.

The distinction between positive action and positive discrimination remains legally significant. While positive discrimination is illegal in Britain, positive action allows employers to favour candidates from underrepresented groups if they’re equally qualified. Critics argue the 66% ringfence effectively predetermines outcomes before competence is assessed.

The Civil Service already operates dedicated fast-track programmes including META for minority ethnic talent and DELTA for disabled staff. These initiatives provide mentoring, mock interviews, senior sponsorship and enhanced visibility exclusively to designated groups.

The leaked figure simply makes existing architecture explicit, confirming that most slots are allocated before applications are reviewed on merit.
