Nigeria Lacks Transparent Public Spending System, Says Policy Expert After IMF Revelation

Nigeria’s current administration operates without a transparent and accountable public expenditure system, according to Sam Amadi, Director of the Abuja School of Social and Political Thoughts, who offered a scathing assessment of government fiscal management following revelations by the International Monetary Fund. Speaking during a Sunday television interview, Amadi challenged official assertions that all spending adheres to constitutional requirements, painting instead a picture of systemic dysfunction in how public money is tracked and reported.

The criticism comes on the heels of an IMF disclosure that Nigeria omitted public expenditure equivalent to two percent of its Gross Domestic Product from recent budgets, a revelation that has sparked heated debate about fiscal accountability in Africa’s largest economy. Federal authorities have vigorously pushed back against suggestions of irregular spending, maintaining that all disbursements fall within the nation’s elished legal framework. Yet Amadi’s comments suggest deeper structural problems that extend beyond any single budgetary irregularity.

Amadi pointed to specific instances that he believes illustrate broader patterns of fiscal mismanagement. He noted that early in the current administration’s tenure, the Federal Capital Territory minister approached the president seeking exemption from standard procurement procedures. Such requests, Amadi suggested, set a troubling precedent that undermines the very foundations of financial oversight. His concerns center not merely on whether money was spent legally, but whether the processes designed to ensure prudent use of public resources are functioning at all.

The policy expert emphasized that fiscal accountability rests fundamentally on process, requiring that expenditures be properly budgeted, carefully tracked, and transparently reported to the public. Without these basic safeguards in place, Amadi argued, there can be no assurance of either the prudence or integrity of government spending decisions. His assessment, while diplomatic in tone, amounts to a wholesale indictment of current fiscal governance practices at the federal level.

Federal officials have found themselves on the defensive, caught between international scrutiny from institutions like the IMF and growing domestic pressure for greater transparency in how tax revenues and borrowed funds are deployed. Attempts to reassure the public that all spending complies with legal requirements have done little to quell concerns about whether existing laws and oversight mechanisms are adequate to prevent waste, corruption, or simple mismanagement. Questions persist about how significant expenditures could go unreported in official budget documents if proper controls were functioning as intended.

As Nigeria grapples with economic challenges including inflation, currency inility, and mounting debt obligations, the stakes for fiscal credibility have never been higher. International lenders and investors increasingly demand transparent financial management as a precondition for continued support. Whether the current administration will implement the systemic reforms necessary to restore confidence in public expenditure processes remains an open question, one with profound implications for the country’s economic trajectory and its ability to secure the resources needed for development priorities.
